Alignment and Classification:
The Board of Directors voted not to consider Shiprock’s petition to be allowed to play football at the AAA level for the next two year block.
The Board of Directors voted to approve Magdalena’s petition to play in District 6 versus District 5 in baseball based on geography and district balance.
The Board of Directors tabled a tennis proposal as per the sports specific committee to re-district the sport of tennis in Class A-AAA and AAAA based on geography and problems with the championship format.
The Board of Directors approved allowing House High School and Grady High School to co-op in the sport of 6-Man football.
Bylaws:
The following items were approved by the Board of Directors to be sent to the NMAA membership for referenda.
Scholastic Eligilbity- summer session grades must be placed on a transcript prior to the first day of the fall semester.
Scholastic Eligiblity- Students enrolled in on campus course for less than 51% of the school day will have their eligibility determined by semester grades only.
Practice for Academically Ineligible Players- Whereas any student who is ineligible for reasons other than academics cannot practice with the team.
Right of Appeal- Decisions made by the Executive Director in respect to any matter set forth in the NMAA Handbook, of which a student is aggrieved, may be appealed to the Appeals Review Committee.
The Board of Directors voted to table the proposal to revise rules 6.1.2 (Transfer of students for athletic purposes prohibited) and 7.4.2 (Coaching student athletes outside of school/player following coach) to read as follows: Student will be ineligible for all athletic participation at all levels for 180 school days/ 365 calendar days.
NMOA:
The Board of Directors voted to approve that all officials used for regular season invitational tournaments, in all sports, be approved by the NMAA office and/or the Varsity Regional Assigner or Local Assigner prior to their assignment to said tournaments. To be added to Section 7.8 (Invitational Tournaments) of the NMAA Handbook.
The Board of Directors tabled the consideration of proposal to sanction coaches and other school personnel who make inappropriate comments to media outlets relative to the performance of NMOA Officials.
Middle School Bylaws:
The Board of Directors approved changing the mercy rule in middle school football to be the same as that used at the high school level. (35 point running clock, versus ending the game at half time).
The Board of Directors did not approve the changing of game limitations in middle school volleyball from 14 (present number) to 16.
The Board of Directors approved placing the 10 day transfer rule in section 9 (currently only in section 6) to state that middle school transfer students adhere to the same polices as high school students.
Sport Specific Action Items:
The Board of Directors approved all of the following sports specific action items:
Football: Revising the tie-breaker procedures to clarify the current rule 7.15.5.D, such that item #3 will be restated after what is currently rule #4. (As per sports specific committee).
7.15.5.D. In the event more than two teams tie, the champion and/or runner-up is determined by a point spread system during the season as follows:
1. Compare the results of head to head competition: If one team has defeated the other two, that team is declared the champion or runner-up, as applicable.
2. The champion and/or runner-up shall be determined by a point spread of the teams tied, with 13 points being the maximum allowed for any one game. Each team involved uses either a plus or a minus spread; if a team wins by 10, they are credited (+10); the other team has a deficit (-10) in the calculation.
3. If two teams tie on the point spread of the tied teams, the team which defeated the other team in regular district play is declared the winner.
4. If all teams tie in the point spread of the tied teams, the point spread on all district games shall be used with 13 points being the maximum allowed for any one game.
5. If two teams tie on the point spread of the tied teams, the team which defeated the other team in regular district play is declared the winner.
6. If all teams are still tied, a coin toss determines the champion and/or runner-up.
7. This process, including the coin toss, is administered by the NMAA staff. The official declaration of results is the responsibility of the Association staff.
NOTE: Ties are broken utilizing the National Federation tie-breaker procedure in all non-district as well as district contests/games held in New Mexico.
Soccer: Revising the pool play (formerly known as World Cup) tie breaking procedures. (as per sports specific committee).
Points System:
A. The following system will be utilized to award points during State Soccer Pool Play:
3 Points for win
1 Point tie
1 Point tie for PK win
0 Point for loss
B. Tie Breaker Criteria:
Should a tie continue to exist after Pool Play, the following criteria will be utilized in the order by which it is listed (1-8) to determine the winner of the pool for the purpose of advancing to the semifinal round:
1. Head to head result
2. Goal Differential (up to five goals per game)
3. Goals scored against (in All games)
4. Shutouts (includes 0-0 tie)
5. Most goals scored (actual goals scored during contest)
6. Fewest red cards
7. Penalty Kick Shootout Goal Differential
8. Coin Flip
C. Note: Penalty Kicks will be used in Pool Play if a tie exists after the two ten minute overtime periods only for “tie breaking” procedures. The game will be recorded as a “TIE” with each team receiving one point. The Penalty Kick procedure will ensue with the winner receiving an additional point.
Example:
Team A and B are tied at the conclusion of the second regulation overtime period. Team A and B are each awarded one point for the tie. Penalty kicks immediately ensure, and the winner of the Penalty kick procedure is team B who receives one additional point for a total of 2 points. Team A only receives on point for the tie.
If more than two teams are tied at the end of Pool Play, the tiebreaker criteria listed above will be used to advance one team to the semifinals.
Soccer: Revising the method of assigning teams to pools (as per sports specific committee). Seeds and pools will be assigned as follows:

Addendum Agenda:
The Board of Directors did not approve a request from East Mountain High School to move districts in the sport of soccer.
The Board of Directors voted to approve the following addition to the media credential request form:
Radio stations will confine their remarks to an actual description of the games and the action in connection with them and that announcers will make no comments in regard to the judgment of game officials or coaches during any broadcast originating from the game/contest site. Violation of this clause will result in the station not being permitted to continue its broadcast.
The next Commission meeting is scheduled for March 5, 2008 at the NMAA at 9:00 AM.
The next Board of Directors meeting will be held March 12, 2008 at The Pit at 10:00 AM.
